GOALS OF CALIFORNIA
National Board Certification holds the
promise for raising the quality of the teaching profession. The certification
process itself represents the best professional development--it is
based on teacher self-reflection and inquiry, linked to the teacher's
own teaching situation and practice, and collaboorative. Advanced
certification also creates a high standard for the profession, informing
teacher preparation programs, masters degree programs, ongoing professional
development, and teacher leadership development.
The Center for the Future of Teaching and Learning, in its report
The Status of the Teaching Profession,
outlined three policy goals related to National Board Certification
in California:
- Ensure that teacher preparation
programs offer master degree programs coordinated with NBPTS certification
- Achieve the goal of one Nationally
Board Certified Teacher in every school in California by 2005
(or even better, one cadre of NBCTs in every California school)
- Increase the funds available for
teacher incentives, candidate stipends, and support programs.
The premise behind these policy goals
is simple:
Accomplished teachers form the core
of the teaching profession. Their knowledge and leadership are
central to any effort to educate each of our students to high
academic standards.
