CRLP SECURITY STATEMENT

Statement on Student Privacy and Data Security

As part of its K-3 Reading RESULTS program and as part of the Governor's Reading Professional Development Institutes, the California Reading and Literature Project (CRLP) collects student assessment data for the following purposes:

1. Reports and data graphs are made available to teachers, schools, districts, parents, community members, policy makers, and others participating in or interested in CRLP professional development projects. These reports and graphs display data by demographic group, grade level, level of English language proficiency, and by language of instruction. The privacy of individual students, teachers, schools, districts, the California Reading and Literature Project Regions, and the Governor's Reading Professional Development Institutes (RPDI) is protected and maintained in these reports.

2. Information from reports is used to inform the professional development of the CRLP and the RPDI. Student data is used for the purpose of developing, validating, and improving the administration of predictive tests, designing student support programs, and improving instruction in reading through professional development. CRLP administrators also identify high performing grade level teams at participating schools and invite members of these teams to join the professional development leadership of the project.

3. Data is used by researchers selected by the CRLP for the purpose of making recommendations for developing, validating, and improving the administration of predictive tests, designing and monitoring student support programs, and improving instruction through professional development.

Section 49076 (b) (5)

49076. A school district is not authorized to permit access to pupil records to any person without written parental consent or under judicial order except that:

(b) School districts may release information from pupil records to the following:

(5) Organizations conducting studies for, or on behalf of, educational agencies or institutions for the purpose of developing, validating, or administering predictive tests, administering student aid programs, and improving instruction, if the studies are conducted in a manner that will not permit the personal identification of students or their parents by persons other than representatives of the organizations and the information will be destroyed when no longer needed for the purpose for which it is obtained.
