Statewide Programs
Content Literacy and English Language Development

Large numbers of students are unable to access expository text at their grade level in most subject areas, including history and international studies. As a result, students' academic performance is at least as likely to falter on literacy skills as on actual understanding of the basic concepts, knowledge and understanding. While heightened attention is being given to "learning to read" strategies in the early grades in California schools, many students from elementary through high schools urgently need language development experiences (content literacy, ELD) in the academic content fields. As a result, CISP sites incorporate language development components in their programs in order to assist teachers and their students to access academic content in international studies and history-social science.
